Why is planning spread out over time?

This planning is spread out over time for different reasons:

Technique

LED lighting has reached a certain maturity and is still evolving, especially in terms of the control systems required for efficient operation.

Operation-renewal

Yverdon-Énergies builds and operates its public lighting network to the maximum with internal resources. Spreading out the replacement therefore favours this principle. Dynamic lighting leads to a technical complexity that can be better controlled by progressive implementation. This control is essential in order not to be dependent on suppliers.

Finally, a coordination with the renewal of the streets allows to mutualize notably the civil engineering costs.

Sustainable development

The speech accompanying the deployment of dynamic LED lighting is linked to Yverdon-les-Bains' desire to be part of a sustainable development approach. As a result, dismantling a lighting system that is still functional generates an expenditure of grey energy that must be put in parallel with the savings in operating energy made.

At the request of the Municipality, Yverdon-Energie, with the assistance of the HEIG-VD, conducted a consultative process which revealed broad popular support for the policy of reducing light pollution conducted by the department.

Yverdon-les-Bains wants to limit its debt ceiling. The objective is therefore to renew the public lighting stock using the funds earmarked for standard renewal and the amounts saved by the reduction in energy consumption.
