Control of electrical installations

Ordinance on Low-Voltage Electrical Installations (ITTO 2001 SR 734.27)

Inspections of your electrical installations are required in accordance with Article 33 of this ordinance:

Art. 33 Duties of network operators
1 The grid system operators shall obtain safety reports on electrical installations supplied by their low-voltage grid systems and, if these reports are not required to be submitted to the Inspectorate in accordance with Article 34 paragraph 3, they shall do so.
2 They shall check the accuracy of the safety reports from time to time and, if necessary, order the necessary measures to remedy any shortcomings. They shall inform the Inspectorate if they find that installation licence holders are in serious breach of their obligations.
3 They shall keep the safety reports until the end of the next periodic inspection, but for at least five years.
4 They shall keep a register of the electrical installations they supply, which must show:

  1. the location and owner of the facility;
  2. the frequency of checks;
  3. details of the checks (nature, date, staff responsible for the check, result);
  4. possible prescriptions according to art. 38;
  5. the name of the installer;
  6. any requirements for the elimination of deficiencies.

5 They shall inform the Inspectorate if they find that holders of control authorisations are in serious breach of their obligations.

Art. 5 Duties of the owner of an electrical installation
1 The owner or a representative designated by him shall ensure that the electrical installation meets the requirements of Articles 3 and 4 at all times. On request, he must submit a safety report.
2 For this purpose, he must keep the technical documentation of the installation (diagrams, drawings, operating instructions, etc.), which the installation builder or electrical planner must hand over to him for the entire service life of the installation, and the documents required for the safety report in accordance with Article 37, for at least one inspection period as specified in the Annex.
3 He must have any defects rectified without delay.
4 Anyone who directly operates and uses an electrical installation owned by a third party must report any defects to the owner or his representative without delay within the scope of his right of use and ensure that they are rectified.

Art. 31 Independence of inspections
Anyone who has been involved in the design, execution, modification or restoration of an installation may not carry out the acceptance inspection in accordance with Art. 35 para. 3, nor the periodic inspection, nor sporadic inspections.

Art. 32 Technical inspections
4 The responsibilities for the inspection of electrical installations are defined in the Annex.

Annex Inspection intervals
3 Electrical installations subject to inspection every ten or 20 years must also be inspected after any change of ownership, if the last inspection was carried out five years ago.
